WHY WON'T THE CONGREGATION SING?

How often have I heard this question? It's certainly true that if they don't want to sing you can't make them! My own experience is that if a congregation is emotionally involved with the service (say a memorial), the church is full, there is a good accompanist and the hymns are known - the people will probably sing their hearts out. If the church is cold, there is no genuine involvement, there are few people - then they won't sing. These are two extremes but they highlight the problem.
